To: All local and overseas Dragon Boat Crews

The Penang International Dragon Boat Festival Committee (PIDBF) in conjunction with the Penang Pesta Dragon Boat Race 2014 cordially invites Crews from around the world to participate in our dragon boat race which will be held at the Teluk Bahang Dam, Penang, Malaysia on 6 and 7 December 2014. This event is fully supported by the Penang State Government and is an affiliated festival of the International Dragon Boat Federation (IDBF). For your information, Penang has more than 30 years of experience in organizing dragon boat races benefitted with the technical expertise of a large number of experienced IDBF Technical Officials.

Competition Regulations and Racing Rules

This race will comply with IDBF Competition Regulations and will be under the IDBF Rules of Racing. All participating crews are required to return the Confirmed Entry Form to PIDBF no later than 30 September 2014.

Divisions, Racing & Competition Classes and Distances

The Competition Divisions, Racing and Competition Classes that will be contested are listed below, provided a minimum of 5 entries are received for each competition class.

1) Malaysia Premier Open – 100m & 250m (22 Racers) ~ *for Malaysian crews only

2) International Premier Open – 100m & 250m (22 Racers)

3) International Premier Women – 100m & 250m (12 Racers)

4) International Premier Mixed – 100m& 250m (12 Racers)

5) International Senior 40 Open – 100m & 250m (12 Racers)

6) International Junior U23 Open – 100m & 250m (12 Racers)

7) International Junior U23 Mixed – 100m & 250m (12 Racers)

8) Malaysia Premier Open – 2 x 250m Relay (12 Racers) ~ *for Malaysian crews only

9) International Premier Open – 2 x 250m Relay (12 Racers)

10) International Premier Women – 2 x 250m Relay (12 Racers)

11) International Premier Mixed – 2 x 250m (12 Racers)

12) International Senior 40 Open – 2 x 250m Relay (12 Racers)

13) International Junior U23 Open – 2 x 250m Relay (12 Racers)

14) International Junior U23 Mixed – 2 x 250m Relay (12 Racers)

Division

Premier – the primary class of racing. There are no restrictions on competitor’s age. Open to all crews.

Senior 40 – Aged 40 years and above (born on or before year 1974); with the exception of the drummer.

Junior Under 23 – Aged 12 years but under 23 years (born between year 1992 and 2002); with the exception of the steerer (helm).

Racing Class

Open – no restriction on crew composition (gender)

Women – for female crews only with the exception of the steerer (helm).

Mixed – 12 Racers : minimum of four (4) and maximum of six (6) female paddlers

Relay Each club will form two 12 Racers crews (Crew A & Crew B) to race over a 250m course.

Eg; Crew A from each club will start at the Finish Line (in either Lane 2, 4 or 6) and race to the 250m Start Line. When Crew A reaches the Start Line, the drummer will pick the flag and throw it up high towards the sky; then Crew B (in either Lane 1, 3 or 5) will then race back to the Finish Line to complete the relay race.

The above programme is provisional and is provided to assist crews with their initial planning. This programme is subject to changes. The competition classes by day will be confirmed after all confirmed Entry Forms have been received.

Prizes

Cash prizes and trophies will be awarded to the winners. Every participating team will receive a souvenir for remembrance.

Ground Arrangement Package

The Organizing Committee has made arrangements for a choice of accommodation from 4-stars beach or city hotels. All the official accommodation locations are 15 – 30 minutes from the regatta site by car or bus. The cost ranges from RM130 to RM190 per person, per night will include:

1. Airport / Hotel transfer (1 group transfer for 1 team per way)

2. Hotel accommodation

3. Transport to & from race course for training & racing days

4. Daily breakfast at hotel

Those interested to take up the package, please complete the Ground Arrangement Package form & pay 20% deposit by 30 September 2014.

INFORMATION BULLETIN NO. 2

To:  All local and overseas Dragon Boat Crews

Great news!  We have received tremendous response from near and far for this festival.  We have crews from 7 countries ie. Hong Kong, Australia, Thailand, Singapore, Indonesia, Philippines; and not forgetting Malaysia.  Please take note that the information in this bulletin shall supersede the earlier bulletin.

Competition Regulation and Racing Rules

The 35th Penang International Dragon Boat Festival 2014 will comply with the PIDBF Competition Regulations and if any rules not spelt out, it will be determined by the IDBF Competition Regulations & Rules of Racing.  Meanwhile, please refer to PIDBF Comp Regulations & Rules of Racing and PIDBF Safety & Training Notes.

Divisions, Racing & Competition Classes and Distances

1) Malaysia Premier Open (22 Racers) ~ *for Malaysian crews only

Invitation Race

There will a Cancer Awareness Race (200m) on 7th June 2014, whereby cancer survivors and volunteers will be participating in this race.

Prizes

Trophies and medals will be awarded to the winners.  Every participating team will receive a souvenir for remembrance.

Official Hotel

We are pleased to announce that Golden Sands Resort, Batu Ferringhi has been appointed as our Official Hotel.  All main events will be held at this hotel.

Bus Transportation

Those participants who require local transportation have to pre-book with the Liaison Official.  Optional sightseeing tours are available upon request at the Liaison Official desk at the official hotel.

The Liaison Official has informed all crews on the pick-up arrangements by now.  However if any crews have been omitted, please contact us for the arrangements.

Registration

Crew Manager must register and collect all the relevant documents and information from the Secretariat at the Official hotel on 6th June during the working hours specified above.

Crew Practice Session

Free practice session has been allocated for all crews on 6th June 2014 (Friday).  Please submit the Crew Practice Booking Form & Crew Name List by 15 May 2014, if interested.

Buoyancy Vest

All participants are compulsory to wear buoyancy vest before boarding the boat.  The participants can wear their own otherwise the organizer will supply upon request.

Country Flag

Crews are requested to bring along 2 nos. their country’s flag of a size approximately 1m (6ft) x 0.5m (3ft) and submit to the Secretariat by Friday 6th June.  The flags will be returned and can be collected from the Secretariat (racing site) after the festival on Sunday 8th June.

Crew Photo List

Please print the Crew Photo List with colored passport sized photo showing the clear face of the participants & must be submitted during registration only at the Secretariat.  For your information, we do not accept online Crew Photo List or during Race days.

Crew Profile

Crews are encouraged to furnish a soft copy of the crew group photograph and a brief introduction.   This will be published in our face book page and other race materials.

Crew Manager’s Meeting

Admission: 2 representatives from each crew

Attendance is compulsory. Please submit the representatives’ name in the Crew Managers’ Meeting Confirmation form.

Race Day Lunches

A variety of food is available for sale at the Competition Site at very reasonable prices.

Celebration Dinner

A Celebration Dinner Party will be held on the evening of 8th June 2014.  It is open to all the competitors, crew managers and supporters.  There will be good food, songs, dance performances and interesting presentations throughout the party.  Seats are limited; please get your tickets early to avoid disappointment.

All crews who joined the party are invited to arrange for a special 3-minute performance at the party.  Please prepare yourself for the performance.
