INFORMATION BULLETIN NO.1

To:  All local and overseas Dragon Boat Crews

The Penang International Dragon Boat Festival Committee (PIDBF) in conjunction with the 35th Penang International Dragon Boat Festival 2014 cordially invites Crews from around the world to participate in our dragon boat race which will be held at the Teluk Bahang Dam, Penang, Malaysia on 7 and 8 June 2014.  This event is fully supported by the Penang State Government and is an affiliated festival of the International Dragon Boat Federation (IDBF).   For your information, Penang has more than 30 years of experience in organizing dragon boat races benefitted from the technical expertise of a large number of experienced IDBF Technical Officials.

Competition Regulations and Racing Rules

This race will comply with IDBF Competition Regulations and will be under the IDBF Rules of Racing.  All participating crews are required to return the Confirmed Entry Form together with Entry Fee to PIDBF no later than 15th March 2014.

Divisions, Racing & Competition Classes and Distances

The Competition Divisions, Racing and Competition Classes that will be contested are listed below, provided a minimum of 4 entries are received for each competition class.

1) Malaysia Premier Open (22 Racers) ~ *for Malaysian crews only

2) International Premier Open (22 Racers)

3) International Premier Women (12 Racers)

4) International Premier Mixed (12 Racers)

5) International Senior 40 Open (12 Racers)

6) International Senior 40 Mixed (12 Racers)

7) International Junior U23 Open (12 Racers)

8) International Junior U23 Mixed (12 Racers)

Division

Premier – the primary class of racing.  There are no restrictions on competitor’s age.  Open to all crews.

Senior 40 – Aged 40 years and above (born on or before year 1974); with the exception of the drummer.

Junior Under 23 – Aged 12 years but under 23 years (born between year 1992 and 2002); with the exception of the steerer (helm).

Racing Class

Open – no restriction on crew composition (gender)

Women – for female crews only including the Drummer and Steerer

Mixed – 22 Racers : minimum of eight (8) and maximum of twelve (12) female paddlers

- 12 Racers : minimum of four (4) and maximum of six (6) female paddlers

The above programme is provisional and is provided to assist crews with their initial planning.  This programme is subject to changes.  The competition classes by day will be confirmed after all confirmed Entry Forms have been received.

Prizes

Trophies and medals will be awarded to the winners.  Every participating team will receive a souvenir for remembrance.

Ground Arrangement Package

The Organizing Committee has made arrangements for a choice of accommodation from 3-stars to 5-stars beach or city hotels. All the official accommodation locations are 15 – 30 minutes from the regatta site by car or bus. The cost ranges from US$35 to US$80 per person, per night will include:

1. Group airport transfer (for group of at least 10 pax)

2. Hotel accommodation

3. Group transport to & from racing site (for practice session & race days)

4. Daily breakfast at hotel

Great news!  We have received tremendous response from near and far for this festival.  We have crews from Philippines, Hong Kong, China, Singapore, Indonesia, Brunei, Thailand; and not forgetting Malaysia.

Competition Regulations and Racing Rules

Eg; Crew A from each club will start at the Finish Line (in either Lane 2, 4 or 6) and race to the 250m Start Line.  When Crew A reaches the Start Line, the drummer will pick the flag and throw it up high towards the sky; then Crew B (in either Lane 1, 3 or 5) will then race back to the Finish Line to complete the relay race.

The Organizing Committee has made arrangements for accommodation at a 4-stars beach hotel. The official accommodation location is 30 minutes from the regatta site by car or bus. The cost ranges from RM130-RM230 per person, per night will include:

A Celebration Dinner Party will be held on the evening of 8th December 2013.  It is open to all the competitors, crew managers and supporters.  There will be good food, songs, dance performances and interesting presentations throughout the party.  Seats are limited; please get your tickets early to avoid disappointment.
